Quin Rivers assists local government with assessing local needs and developing responses to the needs identified. As a priority, the agency makes use of local Needs Assessments, either already completed or in progress, to help determine the types of services to be developed. If local needs have not been assessed, Quin Rivers can either organize a local Needs Assessment or bring in outside sources of expertise in this process.

Based upon identified needs, Quin Rivers works with local agencies to develop the services needed to address them. This usually involves identifying local leadership for the effort, followed by various types of collaborative service development and grant-writing.

As an example, Quin Rivers helped to develop transit services in Charles City and New Kent Counties through the introduction of Bay Transit to the counties. Bay Transit then developed a Needs Assessment, wrote the required grants, helped the counties identify the necessary local contributions and implemented the service. 

Quin Rivers partnered with Caroline County to develop Caroline’s Promise, the county’s response to the needs of its young people, based upon the Five Promises of Colin Powell’s America’s Promise Program.
