Each year HCIR bestows an International Leadership Award, which recognizes a leader or leaders who has promoted increased U.S. engagement abroad, particularly in the Western Hemisphere, or who has promoted increased U.S. Hispanic participation in international affairs.
Past awardees include President George W. Bush, Mexican President Vicente Fox, Secretary of State Madeleine Albright, Inter-American Development Bank President Enrique Iglesias, and the Honorable Bill Richardson.
HCIR is committed to increasing the voice of Hispanic Americans in U.S. foreign affairs. Established to build a more global-thinking U.S. citizenship, HCIR is dedicated to foster greater awareness of global affairs, to encourage and promote Hispanic American participation in international relations and to heighten the Hispanic voice in foreign policy formulation and implementation. Although their concerns are global HCIR's members maintain a special concern for relations in the Western Hemisphere.
The Council is comprised of individuals representing various geographic regions, nationality groups and professions dedicated to the Hispanic-American community and with strong interests in international affairs. Partners include Members of Congress, diplomats, entrepreneurs, corporate executives, media executives, academics, and others.
