The Hispanic Council on International Relations (HCIR) is a nonpartisan, tax-exempt 501 (c) (3), organization dedicated to increasing the voice of Hispanic Americans in U.S. foreign affairs.

Established to build a more global-thinking U.S. citizenry,
HCIR is dedicated to fostering greater awareness of global affairs, encouraging and promoting Hispanic American participation in international relations, and heightening the Hispanic voice in foreign policy formulation and implementation.

The Hispanic Council on International Relations:

  • Will be a forum for dialogue and debate on diverse global policy issues;

  • Will be concerned with global issues, but it will be guided by the recognition that the U.S. will be more economically and strategically secure by giving greater priority to, and fostering improved relations with, Latin America and the Caribbean;

  • Will be inclined to support greater trade and economic integration of the Americas with proper concern for labor and human rights and the protection of the environment;

  • Will strongly support the consolidation of democracy and democratic institutions throughout the world;

  • Will be committed to the promotion of the active, sustained involvement of U.S. Latinos in foreign affairs as professionals and policy-makers;

  • Will be headquartered in Washington, DC, but will be resolved to extend its programs throughout the country to the extent its resources allow;

The Council is comprised of individuals with strong interest in international affairs representing various geographic regions, nationality groups and professions dedicated to the Hispanic-American community. Partners include members of Congress, diplomats, entrepreneurs, corporate executives, media executives, academics, and others.

The Council's Programs include seminars throughout the country on current issues, international speaker forums, partnerships with like-minded organizations, and fellowships and internships. Many Expert Speakers have addressed our forums on issues of increasing importance to the U.S. Hispanic community in cities throughout the United States.

In addition, each year HCIR bestows an International Leadership Award, which recognizes a leader who has promoted increased U.S. engagement abroad, in particular in the Western Hemisphere, or who has promoted increased U.S. Hispanic participation in international affairs.
